&lt;p&gt;In its 3 October report, Business Upturn writes that Bank of India filed a half-yearly statement of outstanding bonds with the National Stock Exchange of India. The statement is as of 30 September and puts the total at 31,190 crore rupees. The filing follows the 15 October 2025 circular from the securities regulator SEBI. It covers eight bonds the bank issued as Tier I, Tier II and long-term infrastructure debt. Every listed bond carries a stable credit rating. Most are rated AA+/Stable by Crisil, Acuite, Care and India Ratings, and some are rated AAA/Stable by Acuite.&lt;sup class="citation"&gt;&lt;a id="feed-64581fa51c-en-cite-1" href="#feed-64581fa51c-en-ref-1" aria-label="Reference 1"&gt;[1]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;p&gt;Business Upturn gives these terms for the three named bonds. The bond ISIN INE084A08169 was issued on 2 December 2022 and matures on 2 December 2027. Its annual coupon is 8.57 percent, and the issued and outstanding amount is 1,500 crore rupees. The bond ISIN INE084A08177 carries a coupon of 7.88 percent, was issued on 15 September 2023, has maturity options extending to 15 September 2033, and has 2,000 crore rupees outstanding. The bond ISIN INE084A08235 was issued on 26 December 2025, carries a coupon of 7.23 percent, matures on 26 December 2035, and has 10,000 crore rupees issued and outstanding.&lt;sup class="citation"&gt;&lt;a id="feed-64581fa51c-en-cite-2" href="#feed-64581fa51c-en-ref-1" aria-label="Reference 1"&gt;[1]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;p&gt;Each bond the report mentions pays interest annually. Certain bonds have no embedded call option, so the issuer cannot redeem them early and the investor receives the annual interest. &lt;p&gt;Rogers’ lending figure extends that tension to banks: roughly half of bank lending is residential, and mortgages are households’ largest borrowing category. Rate changes therefore touch a broad stream of payments. The approximately 50% rise in house prices during two pandemic years also illustrates how far the wealth side can move. These aggregates distribute neither debt nor asset gains evenly across households. &lt;p&gt;The strongest case for a rate cut is straightforward: it lowers financing costs, eases mortgage access and gives a borrower more room for other spending. Rogers identifies the constraint as the number of homes available against that extra purchasing power. With supply limited, cheaper credit can raise prices and erode the affordability gain. My inference is that monthly payments and the purchase price must be considered together when assessing cheaper finance. An expansion in permits, infrastructure and housing capacity provides a competing channel through which the same financing change could produce a different result.&lt;sup class="citation"&gt;&lt;a id="feed-d379096c73-en-cite-3" href="#feed-d379096c73-en-ref-1" aria-label="Reference 1"&gt;[1]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;p&gt;Rate increases also have two directions. Rogers explains that expensive credit can slow aggregate demand while increasing mortgage payments. One policy rate for the whole economy narrows the central bank’s ability to fine-tune a housing problem. Zoning and building permits belong to other institutions. I take that division of responsibility as a reason to consider price stability and housing capacity together. Asking the general interest rate to repair different borrowers’ payment schedules and a particular city’s supply barriers in a single move loads too much onto one instrument.&lt;sup class="citation"&gt;&lt;a id="feed-d379096c73-en-cite-4" href="#feed-d379096c73-en-ref-1" aria-label="Reference 1"&gt;[1]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;h4&gt;The measured expense and the burden carried&lt;/h4&gt;
&lt;p&gt;That tension also enters the price statistics. Canadian homeowners’ shelter expenses in consumer inflation include mortgage interest, property taxes, insurance and maintenance. The home’s purchase price is treated as an asset price. A rate increase can therefore temporarily lift the interest-expense component while restraining wider demand. Rogers explains that removing this component would exclude a genuine household expense and that alternative measures have trade-offs too. Measuring the payment burden and measuring the asset’s market value answer different questions.&lt;sup class="citation"&gt;&lt;a id="feed-d379096c73-en-cite-5" href="#feed-d379096c73-en-ref-1" aria-label="Reference 1"&gt;[1]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;p&gt;For me, the useful outcome is to keep clear which balance sheet and payment stream a housing-affordability policy works through. Rogers’ defense of low and stable inflation concerns households’ general purchasing power. Expanding housing supply concerns capacity in a particular market. Looking together at credit costs, an existing borrower’s budget and a prospective buyer’s price makes it harder to derive one affordability result for everyone from a single direction in interest rates. &lt;p&gt;UK real household disposable income per head rose 1.0 per cent in the second quarter. The household saving ratio also reached 8.8 per cent. Not all the income gain became spending: households’ net lending position rose to 2.4 per cent of GDP. The saving ratio and net lending are different measures, but both show resources left on the household balance sheet after spending.&lt;sup class="citation"&gt;&lt;a id="feed-5145e6bbf1-en-cite-1" href="#feed-5145e6bbf1-en-ref-1" aria-label="Reference 1"&gt;[1]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;p&gt;I follow the other side of that flow. Private non-financial companies moved from net borrowing of 1.3 billion pounds in the first quarter to net lending of 4.3 billion pounds in the second. When households and companies both run surpluses, the source of aggregate demand matters more. These accounts do not establish why firms changed investment or why households saved more. They show the direction of behaviour in recorded income and expenditure flows.&lt;sup class="citation"&gt;&lt;a id="feed-5145e6bbf1-en-cite-2" href="#feed-5145e6bbf1-en-ref-1" aria-label="Reference 1"&gt;[1]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;h4&gt;Public borrowing sits on the other side&lt;/h4&gt;
&lt;p&gt;General-government net borrowing rose from 4.2 per cent to 5.2 per cent of GDP, and central-government borrowing increased from 28.3 billion pounds to 38.5 billion pounds. UK net borrowing from the rest of the world eased slightly, from 2.9 per cent to 2.8 per cent of GDP. Sector balances are connected: one sector’s net lending accompanies financing needs elsewhere. That accounting relationship does not establish that the public deficit caused household saving. It shows which flows occurred together.&lt;sup class="citation"&gt;&lt;a id="feed-5145e6bbf1-en-cite-3" href="#feed-5145e6bbf1-en-ref-1" aria-label="Reference 1"&gt;[1]&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt;
&lt;p&gt;The open question is how much of the rebound in real income becomes spending. If household saving and corporate net lending persist, the private sector’s contribution to demand growth may stay limited; later consumption and investment data can test that mechanism. The public deficit alone is neither a verdict of success nor a verdict of failure.
