What the order actually does
Governor Newsom's Friday text directs the Government Operations Agency to speed SB 813 and AB 1405 and, with the Governor's Office of Emergency Services, to convene national experts. GovTech California identifies that text as Executive Order N-9-26. The governor's accompanying statement says the expert group is to provide, within two months, a guide that may include third parties writing safety plans.[1], [2]

The switch is still a recommendation
