Senegal’s revised budget fails a second committee vote

Senegal’s parliamentary finance committee rejected the 2026 revised budget again on October 30, along with two government compromise amendments. The majority PASTEF group says the government has not supplied satisfactory answers or documents. The finance ministry disputes that account and says it remains ready to seek agreement in plenary.

Government amendments also fail

Senegal’s National Assembly finance and budget control committee rejected the revised budget for 2026 for a second time on 30 October. Two compromise amendments submitted by the government also failed. The executive had sought agreement on a framework for managing public finances through the rest of the year. The decision was taken in committee; a final plenary vote remained a separate stage.[1], [2]

PASTEF challenges the government’s answers

PASTEF, the party holding the parliamentary majority, said the finance minister’s response to the committee’s 26 October memorandum was inadequate. It alleged that requested documents remained missing, including the Forvis Mazars report, a financial inspectorate report on non-financial debt, September budget execution and a list of state companies receiving transfers. The draft had first failed in committee on 23 October.[2], [3]

Ministry says it supplied the documents

The economy, finance and planning ministry said on 31 October that it had delivered a detailed response and supporting documents. It said discussions covered energy subsidies, family allowances and priority spending, and that the committee offered no counterproposal after three sessions. The ministry warned that prolonged uncertainty could obstruct financing and strain the state treasury. It said it remained available for dialogue in plenary.[3]
