Freedom Edge moves ahead while Pyongyang leaves Trump’s overture unanswered

US Pacific Command said it is preparing the 2026 Freedom Edge exercise with South Korea and Japan, even after Trump ordered a smaller bilateral drill to avoid sending Pyongyang a hostile message. Kim Jong-un did not mention Trump’s outreach at a party meeting. Seoul also said the denuclearization goal omitted from recent ministerial readouts remains unchanged, keeping the diplomatic framework in place alongside deterrence.

The trilateral drill stays on track

US Pacific Command said it is preparing the 2026 Freedom Edge exercise with the Japan Self-Defense Forces and South Korea’s armed forces. The command did not specify its scope or scale, but said the multi-domain drill would strengthen interoperability. Freedom Edge emerged from the leaders’ 2023 Camp David summit and has been held three times. Continuing the preparations places the trilateral exercise on a different track from the bilateral Ulchi Freedom Shield drill, whose length and scale were halved on Trump’s instruction.[1]

An overture without an answer

Trump had said the bilateral exercise could send North Korea a hostile message and repeated his wish to reengage with Kim Jong-un. At the latest party meeting reported by North Korean state media, Kim focused on annual policy tasks and shortcomings in economic management without mentioning Trump’s overture. Seoul separately said that omitting denuclearization from the summaries of a foreign-minister call did not mark a policy change. South Korea’s foreign ministry maintained that it and Washington still support that goal alongside peace on the peninsula.[2], [3]

Deterrence and diplomacy side by side

The pattern shows that Washington and Seoul are not replacing military cooperation with diplomatic outreach. Scaling down a bilateral drill while continuing preparations for trilateral Freedom Edge suggests that the message to North Korea can vary with the channel and group of partners. Pyongyang’s silence is not a formal rejection; it shows only that Trump’s approach went unanswered in the meeting reported by state media. Seoul’s denuclearization clarification also preserves the official boundary of any negotiation without providing a timetable for talks.[1], [2], [3]
