Merz prepares a Russia sanctions package after the Leipzig airport drone attack

Welt am Sonntag and Politico reported Chancellor Friedrich Merz is preparing a package combining direct German measures with new EU sanctions after the 4 August attack on a Ukrainian cargo aircraft at Leipzig/Halle airport, with an announcement planned at informal EU foreign ministers' talks in Ireland on Tuesday. Western officials called recent Russian warnings against British forces or arms plants consistent with Moscow's pressure doctrine; this month an explosive-laden drone reached Leipzig's runway with no proven Russian link.

Merz package readied in response to Leipzig attack

Welt am Sonntag and Politico, citing three informed people, reported Chancellor Friedrich Merz is preparing an extensive package combining direct German measures with new European Union sanctions. It answers the attack of 4 August on a Ukrainian cargo aircraft at Leipzig/Halle airport. One person familiar with the discussions said expelling individual Russian diplomats or closing the Russian House in Berlin is no longer enough, and harder steps such as intensified sanctions or further arms deliveries to Ukraine are needed. The announcement is planned for informal EU foreign ministers' talks in Ireland on Tuesday and could come earlier. A government spokesman would neither confirm nor deny the reports.[1]

Western officials placed Leipzig drone in hybrid-pressure context

Officials briefing on Friday called recent Russian warnings that British forces or weapons factories could be hit nothing new and consistent with Moscow's doctrine of applying pressure. They expect cyber-attacks, sabotage and assassination attempts to continue short of direct military action, and one pointed to miscalculation risk. Earlier this month a drone loaded with explosives reached a runway at Germany's Leipzig airport; there is no proof linking the incident directly to Russia, which denies any role. After it, the head of France's security services warned that the possibility of direct, more violent hostile actions on French soil must be considered.[2]

Package contents not yet disclosed publicly

The t-online report does not say which measures the package contains. Merz's preparation is framed as a direct response to the Leipzig attack; Western officials stressing no proven Russian link to the drone that reached Leipzig's runway shows Berlin building its response through diplomatic and sanctions steps. Informal EU foreign ministers' talks in Ireland may be the first public moment for the package. The government spokesman neither confirming nor denying the reports suggests the package may still be taking final shape.[1], [2]
