African Union mediators meet AFC/M23 leaders in Goma

An African Union delegation including three former presidents met AFC/M23 leaders in Goma on 5 October to discuss the eastern Congo peace process. Political coordinator Corneille Nangaa received the group. The visit comes ahead of planned security talks involving Congo and Rwanda, while African mediation continues alongside the Washington and Doha processes. No new agreement was announced.

Three former presidents joined the Goma delegation

African Union mediators met AFC/M23, the rebel movement in eastern Democratic Republic of Congo, in Goma on 5 October. The delegation included former Kenyan president Uhuru Kenyatta, former Botswana president Mokgweetsi Masisi and former Ethiopian president Sahle-Work Zewde. Their talks concerned the peace process in the country’s east.[1], [2]

Corneille Nangaa, the movement’s political coordinator, received the delegation at its political coordination office. His deputies Bertrand Bisimwa and Freddy Kaniki accompanied him. The visit brought the African Union’s facilitators into direct discussions with the movement’s leadership.[1]

October security talks follow the Geneva discussions

The visit preceded a trilateral planning conference scheduled for October under the Congo–Rwanda peace process. Kinshasa and Kigali agreed to organise that conference during discussions in Geneva on 12 and 13 August. It is intended to review operational arrangements for implementing security commitments between the two countries.[1]

Withdrawal arrangements remain on the peace agenda

Those commitments cover neutralising the Democratic Forces for the Liberation of Rwanda, an armed group, disengagement of forces and lifting measures Rwanda describes as defensive. African Union mediation is continuing alongside the Washington and Doha processes. No ceasefire, withdrawal timetable or signed agreement was announced from the Goma meeting.[1]
