Albania provisionally closes its fourth EU negotiating chapter

Albania and the European Union provisionally closed the enterprise and industrial-policy chapter in Luxembourg. Four of the country’s 33 negotiating chapters have now reached that stage. Prime Minister Edi Rama renewed his end-2027 objective for completing negotiations, while EU representatives called for continued reforms, particularly on the rule of law. Individual chapter agreements remain provisional until the whole process is agreed.

Enterprise and industrial policy chapter closes

Albania provisionally closed its fourth negotiating chapter with the European Union on 13 October. The decision covers chapter 20, on enterprise and industrial policy, and was taken at an intergovernmental conference in Luxembourg.[1], [2]

The country has opened all 33 negotiating chapters. Science and research, education and culture, and external relations reached provisional closure in July. The latest industrial-policy decision brings the number at that stage to four.[1]

Rama retains end-2027 objective

Prime Minister Edi Rama reiterated his objective of closing all negotiating chapters by the end of 2027. Marta Kos, the European Commission’s enlargement commissioner, supported the ambition while calling for continued reforms, particularly on the rule of law. Irish European Affairs Minister Thomas Byrne, representing the Council’s rotating presidency, urged Albania to implement the Commission’s recommendations and maintain momentum. The presidency aims to accelerate negotiations during its term.[1]

Chapter closure remains subject to accession rules

An individual chapter’s agreement remains provisional until agreement on the negotiations as a whole. Chapters can be reopened when necessary, while legislative alignment and implementation continue to be monitored. Progress on the fundamentals cluster determines the overall pace; that cluster opens first and closes last. Rama’s end-2027 target is a political objective, rather than an EU commitment to finish every closing decision by that date. Work on the other chapters continues alongside assessment of reform implementation.[1]
