Moldova opens EU talks on the internal market and competitiveness

Moldova opened two more clusters in its European Union accession negotiations, bringing the total to four of six. The new areas cover the internal market and competitiveness and inclusive growth. Officials point to possible completion of negotiations in 2028 if reform progress continues, while the remaining clusters and implementation requirements stay on the agenda.

Four of six negotiating clusters are open

Moldova and the European Union opened two more accession negotiating clusters at their fourth intergovernmental conference in Luxembourg on 13 October. The new areas are the internal market and competitiveness and inclusive growth. Moldova now has four of six clusters open, following the fundamentals cluster in June and external relations in July.[1]

New chapters reach from trade to education

The accession process organizes 33 chapters into six clusters. The newly opened areas include the movement of goods, workers, services and capital, company rules, competition, financial services and consumer protection. Competitiveness covers digital issues, taxation, economic and monetary policy, social policy, enterprise, science, education and customs. The EU continues to assess both legislative alignment and implementation.[1]

Completion in 2028 depends on reform progress

Officials say Moldova’s accession negotiations could be completed in 2028 if reform progress continues. That assessment concerns the timetable for talks and is conditional on continued progress.[1], [2]

Deputy Prime Minister Cristina Gherasimov set out that conditional objective. President Maia Sandu wants the remaining two clusters opened by year-end: the green agenda and sustainable connectivity, and resources, agriculture and cohesion. Moldova received candidate status in June 2022 and formally launched negotiations in June 2024.[1]
