EU sanctions listings include two Türkiye-based companies
The European Union listed three people and nine entities on 15 October over alleged circumvention of sanctions against Russia. Türkiye-based Begler Tekstil and Medse Group are among the companies named. The decision brings EU asset restrictions and a prohibition on providing funds, while the allegations remain the Council’s grounds for designation rather than criminal convictions.

Council adds three people and nine entities
The European Union added three people and nine entities to its Russia sanctions list on 15 October. The Council alleged that they helped circumvent restrictions on trade, oil or financial transactions. Begler Tekstil and Medse Group, both based in Türkiye, are among the companies listed. The designations concern the Council’s assessment of their role in sanctions circumvention.[1], [2]
EU measures freeze assets and restrict funding
The measures freeze assets in areas where EU law applies and prohibit making funds or economic resources available to the listed companies, directly or indirectly. The decision also names businesses operating in customs, logistics and payments in Russia. The listing extends EU restrictions to companies outside Russia as well as Russian entities accused of facilitating prohibited transactions.[1], [2]
Listing does not automatically seize Turkish accounts
The EU decision does not automatically seize bank accounts in Türkiye or prohibit all domestic operations by the two Turkish companies. A sanctions designation is also distinct from a criminal conviction. Patronlar Dünyası identified the legal basis as the Council’s decision and implementing regulation dated 15 October, while attributing the allegations about the companies’ activities to the EU.[2]
