Cyprus leaders agree cultural exchanges while new crossings remain unresolved

Nikos Christodoulides and Tufan Erhürman agreed on cultural-object exchanges and joint environmental initiatives at their October 20 meeting. New crossings remain unresolved: Christodoulides said one proposal was rejected and the other required clarification. The leaders plan another meeting before UN envoy María Ángela Holguín arrives, while differences over restarting settlement negotiations persist.

Cultural exchanges and environmental work advance

Greek Cypriot leader Nikos Christodoulides and Turkish Cypriot leader Tufan Erhürman agreed on exchanges of cultural heritage objects and joint environmental initiatives during their October 20 meeting. Their discussion ended without agreement to open new crossing points in Cyprus.[1], [2]

The leaders met privately for about 90 minutes in the UN-protected area at the former Nicosia airport. The agenda covered confidence-building measures, the substance of the Cyprus issue and the method for restarting peace negotiations. Afterward, Christodoulides said the sides would exchange lists of cultural objects to advance the initiative. Joint environmental work is to proceed through the relevant bicommunal technical committee.[1], [2]

Two crossing proposals remain under discussion

Christodoulides said he had presented two alternative proposals on crossings. In his account, one was rejected and Erhürman sought clarification and more time on the second. Christodoulides said he had provided explanations and expected an answer at their next meeting. He withheld the locations, saying disclosure could affect the talks.[1], [2]

He described the Pyroi–Athienou crossing, a proposed route in Cyprus, as a basic condition for the Greek Cypriot side. He also said cultural and environmental cooperation represented two items in his package of 19 proposals. Six or seven still awaited replies; some others had been rejected but could return after more explanation.[1], [2]

Leaders plan another meeting before the UN envoy arrives

Nikos Christodoulides and Tufan Erhürman agreed to meet again the following week after their October 20 meeting in Nicosia.[1], [3]

The leaders agreed to meet again the following week, before María Ángela Holguín, the UN envoy on Cyprus, arrives on October 29. Joint meetings with the cultural heritage and youth technical committees and the civil society advisory body are also planned. A meeting involving Holguín was set for November 9. The disagreement over restarting talks persists: the Greek Cypriot side seeks a return to the point reached at Crans-Montana in 2017, while Erhürman wants prior agreement on methodology. No restart of formal negotiations was announced.[2]

Christodoulides said progress in Holguín’s contacts and in EU diplomatic efforts would determine whether a broader meeting could proceed. He described Tuesday’s discussion as good, while the UN called it constructive. The planned further contacts include discussion of both the substance and the method of negotiations.[1], [2]
