Vietnam and Poland establish a strategic partnership during Tusk’s visit

Vietnam and Poland upgraded their relations to a strategic partnership during Prime Minister Donald Tusk’s Hanoi visit. The governments agreed to expand trade, defence cooperation and educational exchanges, with a joint action plan covering 2026–2030. The decision creates a bilateral programme distinct from Vietnam’s broader relationship with the European Union, while the stated cooperation goals still require implementation.

Hanoi visit brings a bilateral upgrade

Vietnam and Poland established a strategic partnership during Polish Prime Minister Donald Tusk’s visit to Hanoi, Vietnam’s capital. Tusk and Vietnamese Prime Minister Le Minh Hung agreed to deepen cooperation in trade, investment, defence and education. The joint declaration also commits to regular high-level contacts. The countries established diplomatic relations in 1950, and the governments adopted a Joint Action Plan for 2026–2030.[1], [3]

Governments target trade barriers and defence exchanges

The declaration calls for fewer non-tariff trade barriers, closer customs cooperation and improved market access. The agricultural working group is to meet at least every two years, with its next session by April 2027. The governments also agreed to expand defence industry cooperation, equipment trade and military training exchanges, alongside cooperation in United Nations peacekeeping. These are agreed areas of work under the new partnership.[1]

Scholarships expand and travel easing is discussed

The governments signed education and tourism agreements. Scholarships for students and researchers are to increase from 20 to 50. Hung said Vietnam would consider visa-free travel for Polish citizens. Polish airline LOT plans direct Warsaw–Hanoi services in the first quarter of 2027. The joint declaration separately pledges coordination to facilitate citizens’ residence, employment and study in the other country.[1], [2]
