Poland clears legal step toward ratifying UK defence treaty

Polish President Karol Nawrocki signed legislation authorising ratification of the defence and security treaty with the United Kingdom. The agreement includes mutual assistance in an armed attack and cooperation on defence, cyber threats and energy security. Presidential ratification and an exchange of notifications between the two countries are still required before the treaty enters into force.

Nawrocki signs ratification consent

Polish President Karol Nawrocki signed legislation permitting ratification of the security and defence treaty with the United Kingdom.[1], [2]

The Sejm, Poland's lower parliamentary chamber, adopted the law on 18 September. Poland's constitution requires legislative consent before ratification of military and political alliances. The signed law takes effect on the day after publication in the official journal.[1]

Mutual military assistance follows NATO provisions

The treaty provides for mutual assistance, including military means, if either country suffers an armed attack, in line with NATO's Article Five. Cooperation covers defence industry, cyber threats and critical infrastructure. It also addresses sabotage, organised crime and hostile use of drones and artificial intelligence. Energy security, nuclear power and renewable energy are further areas named in the text.[1]

Notifications still precede entry into force

Donald Tusk and Keir Starmer signed the treaty at Northolt near London on 27 May. It expands the bilateral defence cooperation agreement from December 2017. After legislative consent, the Polish president must ratify the treaty itself. Both governments must then exchange notifications confirming completion of domestic procedures before the agreement can enter into force.[1]
