The member who already left
Marco Rubio announced on Wednesday that the United States would use an upcoming meeting of the Organization of American States to urge governments in the hemisphere to stop doing business as usual with Managua over the constitutional changes in Nicaragua. A day earlier, Nicaraguan lawmakers passed the package that largely bans opposition parties from participating in elections and extends the presidential term from six to seven years. Rubio said Daniel Ortega and co-President Rosario Murillo were waging a war on democracy.[1]
Managua does not sit at the table this appeal is addressed to. Nicaragua said it had withdrawn from the body in 2022, and the withdrawal fully went into effect in 2023. The organisation nonetheless decided last month to convene a meeting, declaring the situation a problem of an urgent nature and of common interest to the American States. Venezuela began the same exit in 2017 from a body founded with US backing in 1948; losing its hardest cases in the region is not new for this institution.[1]
What the meeting can and cannot bind
Because Managua stands outside, whatever the meeting produces lands on the members who remain. The instrument available to the organisation is the sum of steps each capital takes on its own over trade, aid, visas and representation, rather than a decision binding a member. Another reading is available: a shared text gives governments already weighing restrictions a common footing and raises the cost of ordinary dealings. What separates the two readings is how many members put their names to the text.[1]
The limit is familiar. A July column on the durability of an institution argued that coalition arithmetic can absorb great-power opposition without conferring the leverage to compel practice (144 against 10, and the durability of an institution, 25 July 2026). With Managua outside the organisation the distinction is sharper still: Washington's appeal tests the choices each member makes on its own. The observable signal is plain: if the upcoming meeting produces a text that names concrete measures, and the governments joining it become visible, the weight of the appeal becomes measurable.[1], [2]
