The People's Bank of China caps holiday overnight funding at 1 trillion yuan a day

The People's Bank of China said it will run overnight reverse repos from 28 September to 8 October by fixed-rate quantity tender, with a daily amount not above 1 trillion yuan. The Economic Observer reported that cap. Bloomberg said the bank will offer lenders up to 1 trillion yuan a day in overnight funds over the holidays, when cash demand rises. The ceiling is the shared number.

A daily ceiling for the holiday fortnight

The Economic Observer reported the central bank's own terms. Overnight reverse repos will run from 28 September to 8 October. The method is a fixed-rate quantity tender. The daily amount will not go above 1 trillion yuan. Those dates and that tender method are in the Chinese report of the bank's statement. They are the operational detail. Bloomberg said the People's Bank of China will offer lenders an unprecedented amount of overnight funds each day over the holidays, up to 1 trillion yuan, because demand for cash is expected to rise. Bloomberg's date is 24 September. Its lede states the ceiling and the holiday reason. It does not, in that lede, repeat the 28 September start or the tender label.[1], [2]

One trillion yuan, stated twice

Both accounts put the same ceiling on the same operation. One trillion yuan a day, overnight, across the holiday stretch. The Economic Observer is more precise about the calendar and the auction style. Bloomberg is more explicit that the bank called the amount a response to holiday cash demand and described the sum as unprecedented. The number itself is not in dispute between them. Reverse repo, in this use, is the central bank lending cash to banks overnight against collateral and then taking the cash back. The ceiling limits how much of that lending it will offer each day. It is not a statement that 1 trillion yuan will be drawn every day. The Economic Observer's phrase is an amount not above the cap. Bloomberg's phrase is up to 1 trillion. Both are ceilings.[1], [2]

A holiday facility, not a rate move

Nothing in these two reports changes the policy interest rate. The news is a temporary overnight facility wrapped around the National Day holidays. The Economic Observer gives the window, 28 September through 8 October. Bloomberg gives the motive in the lede, rising cash demand, and the unprecedented wording. A bank that hits the cap would be a later fact. The announcement is the cap. The shared reader consequence is narrow. Over the holiday, overnight funding from the central bank is available and bounded. The bound is 1 trillion yuan a day. The method, on the Economic Observer's telling, is a fixed-rate quantity tender. The reason, on Bloomberg's telling, is cash demand. That is the whole development these sources support.[1], [2]
