China starts interest subsidies for first-home mortgages

China will begin subsidising interest on eligible first-home mortgages in October. The support equals one percentage point a year on the loan principal and can last up to five years. The home must be no larger than 120 square metres and cost no more than 1.5 million yuan. The targeted measure aims to support weak housing demand, but does not cover every mortgage.

The first-home subsidy starts in October

China announced an interest subsidy for eligible first-home mortgage borrowers on September 29. From October, public funds will cover an amount equal to one percentage point a year on the loan principal for up to five years. The finance ministry, central bank and financial regulator announced the nationwide measure together. It targets people purchasing their first home, rather than every existing borrower or all future property buyers. The start date and first-home scope are common to the two independent reports.[1], [2]

Size and price limits narrow eligibility

The housing must be no larger than 120 square metres and cost no more than 1.5 million yuan. The stated subsidy is calculated on mortgage principal, not as a one-percentage-point reduction in the sale price. Its maximum five-year duration also differs from the one-year period during which new eligible loans can enter the scheme. Those conditions concentrate the programme on smaller, lower-priced homes. They leave more expensive or larger properties outside the announced terms.[1]

Support follows a prolonged property slowdown

China’s housing market has been under pressure since a liquidity squeeze followed efforts to restrain property developers’ heavy borrowing. AP reported that home prices fell roughly 20% or more from their 2021 level. The government is aiming for economic growth of 4.5% to 5% this year, while growth in the April-to-June quarter slowed to 4.3%. A Natixis economist described the new measures as targeted support for housing demand, particularly in smaller cities. These are the conditions the subsidy is intended to address; its effect on purchases is still ahead.[1]
