What changed

US President Trump reiterated that US-Saudi civil nuclear cooperation is contingent on Riyadh normalising with Israel through the Abraham Accords, saying 'it's time now that they do it.' On the same day UNESCO, at its meeting in Busan, used an emergency procedure to add Sebastia in the occupied West Bank and five castles in Lebanon to both the World Heritage and endangered lists, citing 'the toll of the ongoing conflicts in the region.'[1], [2]

Although the two developments move through different institutions, they attach to the same constraint: the unresolved Palestinian question. The Saudi side demands 'a clear path for Palestinian statehood' for normalisation, which Israel's current government opposes; UNESCO's listing of occupied sites brings the harms of occupation and conflict to the centre of the agenda.
