China investigates EU chemical imports without imposing a new duty

China has opened an anti-dumping investigation into EU-origin para-nitrotoluene, used in dyes, pharmaceuticals and agricultural chemicals, following two domestic producers’ complaint. Exporters and importers have 20 days to register and submit comments. The proceedings examine prices and harm to Chinese industry; the opening notice imposes neither an import ban nor a new duty.

China opens a chemical trade investigation

China’s Commerce Ministry opened an anti-dumping investigation on October 3 into para-nitrotoluene imported from the European Union. Used in dyes, pigments, pharmaceuticals and agricultural chemicals, this intermediate is also called PNT or 4-nitrotoluene. The opening follows a complaint from two Chinese producers, rather than a final finding that European suppliers have dumped the product.[1], [2]

Jiangsu Huaihe Chemical and Hubei Dongfang Chemical filed their application on September 14. The ministry found the production share and evidence sufficient to initiate proceedings. Other products assigned the same customs code are excluded.[1]

Exporters have 20 days to join

Exporters, producers and importers have 20 days from the notice to register and comment on the product scope or applicants’ qualifications. Trade quantities, values, production and sales information are required. Questionnaires normally follow within ten working days of the registration deadline.[1]

Price and injury periods differ

The price investigation covers July 2025 through June 2026; the injury inquiry reaches back to January 2022. The normal completion date is October 3, 2027, with a possible six-month extension. The notice announces no import ban or new tariff rate.[1]
