Ukraine receives €2.9 billion after meeting EU reform conditions

The €2.9 billion transfer reaches Kyiv

Ukraine received €2.9 billion from the European Union on October 2 after meeting reform conditions. European Commission President Ursula von der Leyen said the payment followed changes implemented under the Ukraine Plan. President Volodymyr Zelensky welcomed the support, saying it arrived at a useful time for the country’s financial stability and defence capabilities.[1], [2]

Judicial and electricity reforms unlock funding

The Ukraine Plan links financial assistance to changes in public institutions and progress toward EU membership. Reforms accepted for this transfer included judges’ integrity declarations, appointing a new electricity-market operator, a plan to reduce the gender pay gap and traffic-safety legislation. The EU approved the payment on September 23; the funds have now been transferred.[1]

Further payments depend on legislation

EU and Ukrainian officials discussed financing needs one day before the transfer. Kyiv reaffirmed its reform commitments. Parliament is expected to consider further changes when it reconvenes on October 12, potentially unlocking part of more than €20 billion available this year. Prime Minister Serhii Koretskyi said financing needs remained critical and that the government was accelerating decisions and working with lawmakers.[1]
