EU ambassadors agree 1,646 new Russia sanctions listings

EU member states’ ambassadors agreed two packages adding 1,646 people and organisations to Russia sanctions lists. The proposals cover the military-industrial sector and elections in occupied Ukrainian territories. Foreign ministers are expected to give formal approval on October 12, following earlier decisions on restrictions linked to Ukraine’s territorial integrity.

Agreement goes to ministers next

EU ambassadors agreed on October 7 to expand Russia sanctions lists by 1,646 entries. The agreement brings together two packages, covering the military-industrial sector and elections held in occupied Ukrainian territories. The agreement was reported by diplomats familiar with the discussions.[1], [2]

The ambassadors reached the agreement in the committee that prepares decisions for ministers. Foreign ministers are expected to approve it formally on October 12. That ministerial step remains pending, so the agreement does not yet place every proposed restriction in force.[1]

Military industry and occupied-territory elections

The military-industrial package contains 743 individuals and 826 legal entities. Another 77 entries concern Russian State Duma elections, including candidates from occupied Ukrainian territories and representatives of election bodies. The two packages together make up the announced total of 1,646.[1]

Earlier restrictions were extended in September

The proposed expansion uses the EU framework for protecting Ukraine’s territorial integrity. On September 22, the Council extended existing restrictions for 36 months and removed Alisher Usmanov and Mikhail Fridman. The new ambassador-level agreement follows that decision and an earlier military-industry listing proposal from the European External Action Service.[1]
