Rome prosecutors include Katz in flotilla abuse inquiry

Rome prosecutors have included Israeli Defence Minister Israel Katz in an investigation into alleged mistreatment of Italian flotilla activists. Complaints concern interceptions and detention during two Global Sumud missions in 2025 and 2026. The inquiry reaches senior civilian and military officials, while judicial cooperation with Israel and other European countries forms part of the proceedings.

Katz joins inquiry into two aid missions

Israeli Defence Minister Israel Katz has been included in a Rome investigation into alleged abuse of Italian activists taking aid towards Gaza. Prosecutors are examining two missions organised by Global Sumud, the aid flotilla initiative, in 2025 and 2026. The proceedings include senior civilian and military officials and allegations concerning both maritime interceptions and the treatment of detainees after they were brought ashore.[1], [2]

About fifty Italian participants filed complaints. They described alleged mistreatment during the boarding of vessels and subsequent detention. The offences under investigation include torture, kidnapping, injury, robbery and property damage. National Security Minister Itamar Ben-Gvir had previously been named in the inquiry. Military chief Eyal Zamir is also among the senior officials identified in the proceedings.[1]

Prosecutors examine the chain of command

The inquiry reaches officials responsible for operations at sea and for detention on land. Prosecutors identified naval commanders alongside police and prison-service officials. Their statement said technical examinations and witness testimony had reconstructed the interceptions in international waters. It also described the destruction of livestreaming equipment and seizure of participants’ electronic devices. These are assertions by the investigating prosecutors.[2]

The alleged mistreatment extended through transport to Ashdod, arrival at Ktziot prison, identification and release procedures. Prosecutors described beatings, threats, injuries and degrading conditions. They also alleged denial of adequate food and medical treatment, poor sanitation and sleep deprivation. Their account said detainees lacked sufficient legal assistance and could not promptly contact diplomatic representatives or defence lawyers.[2]

Judicial cooperation extends beyond Italy

Rome sent Israeli authorities an international judicial assistance request in June to seek information about the events and possible responsibility. Italian law permits investigations into certain alleged offences against Italian citizens abroad. Other European countries are also examining the missions, and Eurojust, the European Union’s judicial cooperation agency, has provided a channel for coordination and information exchange between the authorities involved.[1], [2]

The flotilla’s legal team urged Italian authorities to facilitate judicial assistance requests from Israel and said its international teams would continue supporting the investigations. Complaints address alleged direct perpetrators as well as responsibility within the command structure. The proceedings remain an investigation of those allegations; naming ministers and commanders does not establish their criminal guilt.[1], [2]
