Rubio calls on Cubans to work with the CIA for political change

US Secretary of State Marco Rubio urged Cubans seeking political change to cooperate discreetly with the CIA. Rubio addresses Cubans seeking political change

US Secretary of State Marco Rubio called on Cubans to act for political change on 23 October. His message addressed people on the island directly, encouraging action against the communist-led government.[1], [2]

Rubio urged discreet cooperation with the Central Intelligence Agency, the US foreign intelligence service known as the CIA. He accused Cuba’s leadership of corruption, broken promises and protecting a privileged few. These were the minister’s political accusations. The message offered no contacts, timetable or details of a particular intelligence operation.[1]

Trump raises ships and a possible deal

At an election rally in Fort Myers, in the US state of Florida, Donald Trump also discussed Cuba that day. Amid comments on Iran, he suggested American ships could stop near the island before Rubio was sent to conclude a deal. He did not set out the agreement’s terms or announce a specific military order.[1]

Rubio has long backed pressure on Havana

Rubio is the son of Cuban immigrants and previously represented Florida in the US Senate. The state has a large Cuban-American population. He has long favoured a tougher policy towards Havana. Washington’s pressure has included sanctions and restrictions affecting fuel supplies. No response by Cuban individuals to the intelligence appeal was established in the reporting.[1]
