The names and the calendar

On 22 September the EU member states agreed to remove Alisher Usmanov and Mikhail Fridman from the sanctions list concerning Ukraine's territorial integrity and to extend that regime by 36 months, until 22 September 2029. Those measures had been renewed every 6 months. The text then in force was due to lapse on 23 September.[1]

Latvia opposed the compromise in a written procedure the previous day. On Tuesday it abstained, so the decision was not blocked, and it announced national measures against the two men. A spokesperson for the Irish Presidency of the Council of the EU described survival of the regime as a difficult compromise.[1]

The list Tuesday left on the table

The presidency spokesperson said restrictive measures continue to apply to nearly 3,000 persons and entities. A separate preparation covers 1,600 persons and entities linked to Russia's military-industrial complex, aimed at adoption at the EU Council meeting on 12 October.[1]

After a meeting of European foreign ministers in New York, High Representative Kaja Kallas said Russia is taking greater risks through sabotage and airspace violations, and that a higher cost should begin with the shadow fleet and the military-industrial complex. Tuesday's decision extended the existing list. The preparation of 1,600 names was not a measure adopted that day.[1]
