What the programme contains
Taiwan's annual Han Kuang exercise began on Wednesday and runs to August 14. This year's programme includes decentralised command that pushes decisions to the field, combined reconnaissance and strike drone operations, naval and coast guard supply-escort simulations, wartime production checks at factories, urban resilience drills in central and northern regions, and a 30 minute slowdown of mobile internet during air raid drills.[1]
Troops and reservists practise responses to an attack on the island, and the drills test the army's ability to sustain round-the-clock defence and to counter what Taipei calls China's gray-zone tactics. A senior defence official said it had been constantly emphasised that the exercise must be "closer to real combat scenarios". Chinese fighter jets and warships operate around the island on an almost daily basis.[1]
Which problem the chosen items point to
The components of an exercise usually show which problem an army is trying to solve more clearly than its statements do. Supply escort, factory production checks and the measure of round-the-clock defence sit on the same axis: the problem of getting something to the island and keeping it coming. That combination gives priority to making an engagement sustainable rather than to winning the first one.[1]
Decentralised command and the internet slowdown drill build the same assumption twice: that connectivity will be cut or degraded. Pushing the decision to the field is preparation for a loss scenario rather than a gain in capability. The measure of a defence conducted under degraded communications is duration, not tempo.[1]
What becomes testable when the exercise closes
Defence Minister Wellington Koo said the military would "continue to train diligently and intensively, so that we are fully prepared in peacetime". What that sentence is worth can be measured on August 14. If the ministry publishes how long units sustained the defence without central direction, the sustainment claim rests on testable data. If only participation figures are released, the exercise will not have produced its own measure.[1]
