Chitose partners sign an agreement for a semiconductor research hub

NTT Docomo Business, Chitose city and Mitsubishi Estate signed a cooperation agreement for an advanced semiconductor research hub in Japan. The plan connects land arrangements, infrastructure and research partnerships in the Chitose Bibi World industrial area. The proposed campus would bring different development and verification stages together near an existing concentration of chip companies and research organizations.

Three partners organize the research campus plan

NTT Docomo Business, the Japanese business-services company, joined Chitose city and property developer Mitsubishi Estate in a cooperation agreement for an advanced semiconductor research hub. The proposed campus is in Chitose Bibi World, an industrial area in Japan’s Hokkaido region near New Chitose Airport. Its provisional name is Chitose Technology Frontier. The agreement begins planning and development work for the hub.[1], [2]

The cooperation covers preparing the plan, arranging rights to the land and creating infrastructure and conditions for organizations to develop and occupy the site. It also includes attracting companies, building relationships with universities and research institutions, and organizing how the hub would operate. These responsibilities concern the creation of a campus rather than a chip factory that has already begun production.[1]

The hub links research across semiconductor production stages

The planned hub is intended to connect research and verification across the front-end and back-end stages of semiconductor production. Domestic and international businesses are among the prospective participants, alongside universities and research organizations. The partners want the same development setting to support work on different parts of the process, including applications associated with physical AI and the green transition.[1]

Chitose already hosts a growing concentration of semiconductor activity associated with next-generation chipmaker Rapidus. Japan’s National Institute of Advanced Industrial Science and Technology, known as AIST, and the Leading-edge Semiconductor Technology Center, known as LSTC, are also identified in the regional research network. The new hub is planned around that existing concentration of companies and institutions, with research links still to be developed.[1]

City planning extends to infrastructure and researchers’ living conditions

Mitsubishi Estate separately signed a wider urban-development agreement with Chitose. Its scope includes industrial development connected to the research hub, urban infrastructure and management of the surrounding area. The company aims to attract businesses and skilled people and help them remain in the region. Improving the living environment accompanies the work on the semiconductor research site and its industrial connections.[1]
