China’s new exit rules take effect with a national-security test
China’s new entry and exit rules took effect on Tuesday. The BBC reported exit bans of up to three years for crimes that endanger national security and for activity abroad deemed to harm national interests, and bars for technology import and export violations. Nikkei Asia, from Hong Kong, says the framework explicitly ties who may enter or leave to national security and raises compliance stakes for chip and AI businesses. Both describe Tuesday’s start, not two statutes.

EPA repeals power-plant carbon limits while citing AI data-center demand
The U.S. EPA on 14 September finalized repeal of Biden-era carbon limits on coal and gas plants and opened a 45-day comment window on wiping remaining power-sector climate rules. The Verge recorded Administrator Lee Zeldin’s AI-capital pitch and the data-center frame; CNN recorded the Houston G20 energy meeting, a claimed $310 billion saving, and Zeldin’s war-on-coal line. Both describe the same Monday rollback, not two separate rules.
