Bangsamoro votes for its first parliament as a deadly Cotabato City shootout puts the city under Comelec control
Voters in the Bangsamoro Autonomous Region in Muslim Mindanao, the Muslim-majority autonomous region of the southern Philippines, began electing their first parliament on 14 September, hours after a shootout outside a Cotabato City polling station killed three people and wounded at least six. The Commission on Elections, Comelec, placed Cotabato City and Maluso in Basilan under its direct control. Some 2.4 million voters are choosing 80 seats in a vote postponed four times since 2022 that caps a peace process begun in the late 1990s.
Cambodia and Thailand take their 27,000 square kilometre Gulf of Thailand dispute to UN conciliation in Singapore
Cambodia and Thailand appear this week before a five-member conciliation commission at the Permanent Court of Arbitration's Singapore office over some 27,000 square kilometres of overlapping claims in the Gulf of Thailand, with Foreign Ministers Prak Sokhonn and Sihasak Phuangketkeow due to give opening statements on Tuesday. Phnom Penh started the UN-backed process after Bangkok withdrew unilaterally in May from MoU 44, the 2001 memorandum under which the two countries had negotiated joint offshore energy development for more than two decades.
Canada's CPI held at 3.0 percent in August, matching July
Statistics Canada said consumer prices rose 3.0 percent year over year in August, matching July. The index fell 0.1 percent month over month, not seasonally adjusted, and rose 0.2 percent on a seasonally adjusted basis. Gasoline was up 22.8 percent year over year. RBC Economics says food eased to 2.8 percent and the Bank of Canada's trim and median measures stayed near 2 percent.
Carney sounds out a new EU associate-member status for Canada while Ottawa denies seeking membership
Canadian Prime Minister Mark Carney is exploring closer ties with the European Union, including a yet-to-be-created associate member status, according to a Wall Street Journal report citing unnamed EU and Canadian officials, who said the EU is open to creating one. A senior Canadian government source told CTV News that Canada is not seeking EU membership in any capacity. The report landed in the middle of Canada's trade war with the United States and ahead of Carney's Thursday speech to the European Parliament in Strasbourg.
China's National Data Administration moves to set standards for the data that trains robots
China's National Data Administration, the state body that runs the country's data policy, said after its head Liu Liehong met robotics companies and research institutes on 10 September that it would push standards for embodied-AI data in due course, guide local data authorities and support companies' investment in data. Ten days earlier seven companies had asked the same agency for public data infrastructure and common standards; by one Chinese institute's estimate, robot foundation models need roughly 10 million hours of real-world training data, and far less exists.
East-West pipeline repairs sit at three to five weeks; Reuters sources put five to six
Two regional officials told the Associated Press that repairing Saudi Arabia's East-West oil pipeline, including a major pumping facility, could take three to five weeks after Thursday's drone attack. Al Jazeera reports sources familiar with the incident told Reuters repairs could take five to six weeks, while another source said operations could restart sooner. The 1200 km line feeds Yanbu on the Red Sea.
Eight mammography trials, re-read against Danish data, put screening overdiagnosis below 5 percent
A meta-analysis in JNCI Journal of the National Cancer Institute reanalysed all eight mammography screening trials against two Danish regional programmes and found that the excess of detected cancers matches the Danish level, where overdiagnosis is put below 5 percent. Sisse Helle Njor of the University of Southern Denmark and her co-authors argue that earlier estimates of 30-50 percent were built on trial data that had not matured; the work generates no new screening data of its own.
Eight years on, three years of osimertinib after surgery lifts lung cancer survival to 74 percent
In ADAURA, a phase III trial of osimertinib taken for up to three years after surgery for EGFR-mutated non-small cell lung cancer, 74 percent of stage II-IIIA patients on the drug were alive at eight years against 58 percent of those without it; across stages IB-IIIA the figures were 79 percent and 64 percent. The exploratory update, presented in Seoul and published in the Journal of Thoracic Oncology, is the longest survival follow-up of its kind, the IASLC says.
Finland joined France's deterrence initiative; Yle says it is not a nuclear umbrella
Helsinki announced it has joined France's Forward Deterrence initiative. President Alexander Stubb said the move was discussed with the United States and NATO, and that Finland does not intend to station nuclear weapons on its territory in peacetime. Yle reports France will not provide partners with a nuclear umbrella and will keep full control of its weapons. A steering group comes in the coming months.
FLEX and Sentinel-3C sit in a Vega-C fairing for a 15 September 03:21 CEST liftoff
ESA reported on 14 September that FLEX and Copernicus Sentinel-3C have been encapsulated in a Vega-C fairing in French Guiana, with liftoff set for 15 September at 03:21 CEST. Spaceflight Now gives the same instant as 22:21 Kourou time, 01:21 UTC, and says Sentinel-3C deploys about an hour after liftoff and FLEX about an hour after that. This is a launch notice; there is no science data yet.
