Deloitte fined 6.05 million pounds as the UK watchdog faults five years of Go-Ahead audits

Britain’s Financial Reporting Council fined Deloitte 6.05 million pounds and severely reprimanded the firm over five years of audits of Go-Ahead Group, a British transport company. The regulator found weak scrutiny of how rail subsidiaries moved money owed to the government into profit, and of loss-making contracts. An 11 million pound penalty was reduced for cooperation and early admissions, and Deloitte must also produce a report on root causes.

Deloitte is fined and severely reprimanded over five Go-Ahead audits

The Financial Reporting Council, the UK regulator of auditors and accounting, fined Deloitte 6.05 million pounds and severely reprimanded the firm over its audits for Go-Ahead Group, a transport company.[1], [2]

The breaches cover Deloitte’s audits of Go-Ahead’s consolidated financial statements for the financial years ending 2016 through 2020, and the regulator declared that all five audit reports failed to meet the relevant requirements. A penalty of 11 million pounds was cut to 6.05 million pounds after a 10 per cent discount for exceptional cooperation and 35 per cent for admissions and early disposal. Deloitte must also write a report on root causes, remedial actions and empirical evidence on whether those actions reduce the risk of recurrence, and it paid the investigation costs.[1]

Rail subsidiaries moved money owed to the government into profit

Three Go-Ahead units were at issue: London & South Eastern Railway, London & Birmingham Railway and Go-Ahead Bayern. The first retained erroneous overpayments from the Department for Transport without telling it, released 2.4 million pounds into profit in the 2016 financial year and accrued a further 27 million pounds under a later franchise agreement across the five audit years.[1]

The department learned of the conduct in 2021. It did not renew the franchise, sought recovery and imposed a 23.5 million pound penalty on the subsidiary. The second subsidiary, London & Birmingham Railway, released 5.6 million pounds of accruals into profit after its franchise ended, in the 2020 financial year.[1]

Go-Ahead Bayern’s loss provision was restated from 8.1 million euros to 49.5 million euros

The regulator says Deloitte did not enquire sufficiently, apply professional scepticism or evaluate evidence of fraud risk factors. At the German subsidiary, revised information turned expected contract cash flows from an 8 million euros loss into a positive 3 million euros. A provision for loss-making contracts, finally recognised at 8.1 million euros, was restated the following year to 49.5 million euros.[1]

The regulator also found weak oversight of the German component audit team and inadequate evaluation of audit evidence. The investigation first included the 2021 audit, but enforcement counsel decided in December 2024 not to pursue that part.[1]
