China opens automotive-parts remanufacturing rules for comment

China’s National Development and Reform Commission opened draft automotive-parts remanufacturing rules for public comment on October 10. The proposal addresses how businesses collect and reuse components, including principal assemblies from scrapped vehicles. It distinguishes remanufacturing from disposal as scrap and includes emissions-related conditions. The consultation is a proposal stage, rather than the announcement of rules already in force.

The commission invites comments on a draft

China’s National Development and Reform Commission opened draft rules for automotive-parts remanufacturing for public comment on October 10. The announcement places the measures at the public-comment stage; they were not presented as a set of rules already in force.[1], [2]

The proposal aims to develop the circular economy and bring more orderly management to the sector. Its sections address enterprise management, collection, production, products, the market and supervision. In the collection section, remanufacturers are encouraged to obtain used components lawfully. Vehicle manufacturers would use their after-sales networks to recover components. Specialist collection businesses would supply used parts and provide inspection, sorting and cleaning services.[1]

Five principal assembly groups face matching conditions

The draft sets conditions for principal assemblies acquired from scrapped-vehicle recovery and dismantling businesses. It covers five groups: engines, steering mechanisms, transmissions, front and rear axles, and frames. A buyer’s recovered component types must match the types it remanufactures.[1]

Emissions equipment and unusable parts follow separate paths

Collecting exhaust after-treatment equipment for remanufacturing would be prohibited. Recovery and remanufacturing of key emissions-control components would need to satisfy national standards. The principal assemblies could be used in the collecting business’s own production or sold under national rules to businesses certified in remanufacturing quality management. Components unsuitable for remanufacturing would go as scrap to smelting or crushing businesses. The proposal also supports dismantling firms in selling the principal assemblies to certified remanufacturers.[1]
