Negotiating tables are being set with harder conditions

The US demand for compensation from Iran, Russia and Ukraine's disagreement over freezing the front, and US blockade enforcement against commercial shipping place hard preconditions beside continuing enforcement.

Compensation demands face each other

US President Donald Trump said compensation for people he says Iran killed or gravely wounded with roadside bombs should become a condition in every future negotiation. Trump also cited the 2000 USS Cole bombing and protesters he said Iran had killed over 50 years. He used those examples while explaining his compensation demand. Tehran separately wants Washington to compensate it for war damage. In the parties' statements, the allocation of responsibility for past harm forms part of the agenda for a new arrangement. Trump says he is emphasising economic pressure instead of new military strikes, while Iran wants the blockade of its ports lifted and sanctions on its oil industry removed before it reopens the Strait of Hormuz. The negotiating agenda contains separate demands concerning operation of the waterway, compensation, sanctions and the order in which the blockade would be addressed. The US president wants his compensation demand placed in every future negotiation, while Tehran lists its own conditions for reopening Hormuz. The stated positions identify the subjects each side considers starting conditions before talks.[1]

The shape of the front is also a precondition

In the Russia-Ukraine war, the dispute centres on which military situation negotiations would accept as their starting point. Russian Deputy Foreign Minister Mikhail Galuzin said the front could not be frozen without addressing what Moscow describes as the crisis's underlying issues. Kyiv regards the current front line as the most realistic basis for a ceasefire, while Moscow demands that Ukrainian forces withdraw from part of the Donbas as a condition for any deal; Ukraine rejects that demand. Washington is reported to have prepared new proposals, including a ceasefire limited to the air, and envoys Steve Witkoff and Jared Kushner are expected to visit Kyiv and Moscow. As preparations for the visits continue, the parties describe the arrangement at the front on which talks would rest in different ways. During the same period, Ukraine has increased strikes on targets deep inside Russia, while Russia has intensified missile and drone attacks on Ukrainian cities. Preparations for diplomatic contact and battlefield attacks are continuing during the same period; the report places the contact schedule and the parties' incompatible starting conditions in the same picture.[2]

The blockade applies conditions in practice

As bargaining around Iran continues, the blockade is being applied to commercial maritime traffic. US Central Command says its forces redirected 55 commercial vessels, disabled 2 and boarded 2 others. The command did not disclose the ships' ports of origin, destinations or cargoes; Anadolu Agency reports that more than 20 US warships support the regional operation. The command said sailors aboard the destroyer USS Ross carried out the interventions as part of the US deployment in the Middle East. Details of the operation remained limited beyond vessel counts. The undisclosed details do not permit a determination of the measure's full reach across commercial shipping, while the announced operations record that interventions against vessels occurred. In the same Iran file, President Trump is carrying his compensation demand into future talks as Tehran seeks removal of the port blockade and oil sanctions. In the Russia-Ukraine file, preparations for contact proceed during the same period as incompatible conditions over freezing the front and continuing attacks.
