Sanctions continue after the council vote

The United Nations Security Council adopted Resolution 2831 on 14 October, renewing Haiti’s sanctions regime for one year. Britain voted for the resolution and welcomed its adoption. Travel bans, asset freezes and an arms embargo remain the principal restrictions.[1], [2]

The vote passed with fourteen members in favour and Russia abstaining. The sanctions framework dates to 2022, while the arms embargo was expanded across the country in 2023. The draft under discussion also proposed a thirteen-month extension for the expert panel.[1]

Negotiators discuss resources reaching armed groups

The United States and Panama jointly drafted the text. Negotiations addressed misuse of public resources and illicit natural resource trade. Latvia proposed wording focused on people supporting criminal networks and armed groups; Russia sought clarification of its relationship to existing designation criteria.[1]

Arms flows remain an enforcement concern

The assisting expert panel had warned that weapons diverted from national stockpiles in Haiti and, to a lesser extent, the Dominican Republic replenished gangs’ arsenals. It also examined gangs’ political, economic and security links. UK ambassador Sarah MacIntosh called for implementation of the sanctions and adoption of the panel’s recommendations.[1], [2]
