Noboa announces a November curfew for Ecuador’s coastal provinces

Ecuadorian President Daniel Noboa announced special security operations and a curfew in coastal provinces from November 1 to 10. The provinces, restriction hours and exemptions await an executive decree. The announcement follows September’s shorter curfew and comes while a sixty-day state of emergency remains in force, with the new measure’s detailed conditions still unsettled.

November restrictions accompany special operations

Ecuadorian President Daniel Noboa announced special security operations and a curfew in coastal provinces between November 1 and 10. Speaking in a radio interview on 14 October, he presented the restrictions as part of the government’s security operations. The announcement concerns a new period of movement restrictions in Ecuador’s coastal region.[1], [2]

Provinces and exemptions await a decree

Noboa spoke to Radio Centro de Ambato without specifying the provinces, restriction hours or possible exemptions. An executive decree defining the territories and conditions remained pending. The announcement therefore leaves those details unsettled. The previous curfew covered Guayas, Manabí, Los Ríos and El Oro from September 17 to 30, with exemptions for certain services and authorised personnel.[1]

A longer emergency remains in force

A separate sixty-day state of emergency, declared on September 15 through Executive Decree 498, remains in force. It covers El Oro, Esmeraldas, Guayas, Los Ríos, Manabí, Pichincha, Santa Elena and Santo Domingo de los Tsáchilas provinces, along with three additional districts. Under its conditions, protections for the home and correspondence are suspended. That emergency period extends beyond September’s shorter curfew; November’s geographical coverage and exemptions had not been confirmed in the announcement.[1]
