The proposal still lacks protocol terms
After two days of talks in New York, Treasury Secretary Scott Bessent said the United States had proposed a mechanism for notifying the other side when an artificial-intelligence incident rises to the level of a national-security concern. He did not say that Beijing had accepted it. China's Commerce Ministry said the delegations discussed AI issues and that the exchange improved mutual understanding, but its account did not describe an incident channel, a trigger or a reciprocal duty. The first ledger entry therefore records the U.S. proposal alone; no bilateral rule has formed.[1]
U.S. Trade Representative Jamieson Greer described a different result. He said the delegations agreed to operationalize the Board of Trade that Donald Trump and Xi Jinping discussed in May. The board is meant to let senior officials monitor implementation and resolve trade disputes. Even there, the list of nonsensitive goods that could receive lower tariffs was still being negotiated. One institution crossed into an agreed implementation step; its tariff inventory did not.[1]
The operating test is in the missing terms
Putting both announcements under a single label of AI cooperation would erase the bargaining result. The accepted trade mechanism has an agreed verb: operationalize. The AI channel has only a proposing party. That distinction places the frontier between dialogue and obligation. It also leaves an alternative reading open: the United States may be using the alert idea to shape the leaders' meeting agenda, while China keeps room to discuss AI without accepting the United States' definition of a national-security incident.[1]
An incident channel becomes operational only when four blanks are filled: whether notification is reciprocal, what event crosses the threshold, which offices receive the alert and how quickly it must be sent. A joint text, contact protocol or meeting record that fills at least one of those blanks would provide the next useful evidence. Until then, the Board of Trade is the accepted mechanism and the AI alert remains the item still being priced.[1]
