The missile already on the COMLOG line

Outside the Bundestag defence committee, Boris Pistorius said bringing PAC-3 production to Europe is Berlin's wish, and that it is not a decision Germany makes alone. In the same breath he named the PAC-2 GEM-T. Germany already builds that missile through COMLOG, the venture of MBDA Deutschland and Raytheon.[1]

The scarce missile is the other one. Lockheed Martin builds the PAC-3 MSE in the United States. The statement of intent Pistorius signed with Pete Hegseth in Washington does not, as Defense News also wrote, move that work to Germany by itself.[1]

The plant that waits on a Lockheed licence

The Pistorius offer does not fill an empty German hall. Intellectual property and the production permit for the PAC-3 MSE sit with Lockheed Martin and the Pentagon. An alternative reading is also on the table: the statement of intent is political cover, and the missile keeps being built in the United States so that allocation stays there.[1]

What separates the offer from a line is not the wish in Pistorius's mouth. A public licence, a named plant, or an open refusal from Lockheed Martin is what shows whether the PAC-3 work has moved.[1]
