On 26 September JEP wrote that it had directly verified 29 people leaving prison on the night of 25 September. Of those 29, 17 are absent from the group's political-prisoner register because of the type of charge. The lead sentence of the same text also puts the verified number at 39. Through France 24, AFP counted 39 political dissidents. Inside that 39 are 8 women accused of narco-terrorism in 2021 and 6 people accused of working with the United States in a 2020 attempt to overthrow Nicolás Maduro.[1]

Foro Penal vice president Gonzalo Himiob wrote that the group was checking, one by one, releases reported since dawn, and that a full balance was still ahead. The group's last published tally was 344 on 18 September and 391 on 10 August. Among the names his group confirmed first are Frank Cabañas, who left El Rodeo IV in Miranda and is linked to the Óscar Pérez case, and Miguel Castillo Cedeño, held at Ramo Verde since 21 June 2019.[1]

Which list Friday's round writes onto

The releases followed Friday's second round between interim president Delcy Rodríguez's government and the opposition, held with Washington's approval. Opposition delegation head Dinorah Figuera signed an agreement as National Assembly president Jorge Rodríguez stood beside her. An amnesty law passed in February under US pressure has moved releases slowly. Families are keeping up their protest outside the US embassy in Caracas and outside El Rodeo I.[1]

In Caracas the content of Friday's round sits in the gap between the number of people who walked out and the number written onto a political-prisoner register. The 17 people JEP left off its register are not an automatic subtraction from Foro Penal's last figure of 344. The next balance Foro Penal publishes shows whether this round changed the political-prisoner tally. If a charge is later brought inside that group's political-prisoner test, the same names enter the count then.[1]
