Monthly and active-submission limits operate together

arXiv, the research-paper archive, introduced a limit of two submissions per person per calendar month across all subject areas. The existing ceiling of three active submissions remains. The new monthly rule regulates how much an individual submits, alongside the separate limit on work still under consideration.[1], [2]

September submissions nearly double the 2024 total

arXiv received 40,363 submissions in September, compared with 20,569 in September 2024 and 9,869 in September 2016. Support requests approached nine thousand in the latest month. Submissions in the computer-science AI category grew more than sixfold over two years.[1]

The archive says AI tools accelerate writing and can encourage narrowly divided research to become several manuscripts. Volunteer moderators also encounter dense, AI-assisted texts that are difficult to assess. arXiv describes the quota as a temporary workload measure while moderation tools are developed. Disclosed AI assistance consistent with submission standards remains permitted.[1]

Rejected papers consume the monthly allowance

The allowance belongs to the submitter; being a coauthor when another person submits a paper does not consume it. Rejected submissions count toward the monthly quota. Work held over from a previous month leaves the new month’s allowance intact but still affects the active-submission limit. Submissions deleted before announcement are excluded from the monthly count.[1]
