A signed US law can allow 100 per cent duties, without setting India's rate

The Times of India wrote on 19 September that President Trump on Friday signed the Lindsey O. Graham Sanctioning Russia and Iran Act, which can allow tariffs of up to 100 per cent on goods from major buyers of Russian oil, without automatically imposing that rate on India. The Hindu BusinessLine, citing PTI, said the law takes effect within 30 days of signing and requires duties of up to 100 per cent on goods from the top five purchasers of Russian crude or natural gas.

Friday's signature on the Graham Act

The Times of India wrote on 19 September 2026 that President Trump on Friday signed the Lindsey O. Graham Sanctioning Russia and Iran Act. Kanchan Yadav's update said the Senate had passed the bill 86-11 on 7 August. The Hindu BusinessLine, citing PTI the same day, treated the signature as the start of a 30-day clock rather than an immediate Indian tariff.[2], [1]

A pathway to 100 per cent, not an automatic Indian rate

The Times of India stressed the 100 per cent figure is not automatic and does not by itself impose that rate on India. The Hindu BusinessLine said the law requires duties of up to 100 per cent on goods imported from the top five purchasers of Russian crude oil or natural gas by volume in the 12 months preceding enactment. Both reports place Indian exporters in that exposure without publishing the final rate.[2], [1]

Exporters warn of a halt before the rate is set

Federation of Indian Export Organisations president SC Ralhan told The Hindu BusinessLine that high tariffs would completely halt exports to the United States. Farida Group chairman Rafeeq Ahmed said 65 per cent of his company's exports go to the US and that further duty increases would hurt shipments. BusinessLine wrote that the impact cannot be measured until the rate, coverage and schedule are set. The Times of India placed the same Indian-exporter exposure on the Graham pathway.[1], [2]
