Kushner and Witkoff meet Zelenskyy in Kyiv after their Moscow talks

Jared Kushner and Steve Witkoff arrived in Kyiv and met Volodymyr Zelenskyy a day after three hours of talks with Vladimir Putin. A three-day pledge by Moscow and Kyiv to avoid strikes on each other's capitals opened space for the trip. Washington and Moscow said next steps were discussed, but the unpublished 20-point plan still has no common ground on key issues, especially control of eastern territory.

The first Kyiv visit begins with Zelenskyy

Jared Kushner and Steve Witkoff arrived in Kyiv on Sunday and were received by Volodymyr Zelenskyy. The meeting marked the pair's first visit to Ukraine and came one day after their three-hour session with Vladimir Putin in Moscow. British, French and German national security advisers were also reported to be in Kyiv before the envoys arrived. Zelenskyy greeted Witkoff in the square near Ukraine's intelligence headquarters.[1], [2]

The Moscow meeting ended without an announced deal

The White House said the Putin meeting covered substantive plans for next steps and that an announcement was expected in the coming weeks. Putin adviser Yuri Ushakov described the exchange as constructive and extremely frank, adding that it extended to economic issues and possible Russian-American projects. Those are the parties' own assessments: no joint text or agreement was announced after the meeting.[1], [2]

The unpublished plan leaves the territorial dispute unresolved

The talks centre on a 20-point plan put forward by Washington and Kyiv in December. The two reports say the sides still lack common ground, especially over control of territory in the east. Moscow and Kyiv pledged to avoid strikes on each other's capitals for three days so the envoys could travel safely. Ukraine's airspace has been closed since February 2022, and the delegation's route was not disclosed.[1], [2]
