Peru appoints its envoy to Mexico after diplomatic ties are restored

Peru appointed career diplomat Ana Angélica Peña Doig as ambassador to Mexico in a resolution published on 10 October. The decision follows the restoration of relations in August after last year’s rupture over asylum for former prime minister Betssy Chávez. A later ministerial decision sets the envoy’s starting date; Mexico’s visa requirement for Peruvian visitors remains in place.

Peña Doig takes the Mexico posting

Peru appointed career diplomat Ana Angélica Peña Doig as its ambassador to Mexico through Supreme Resolution 170-2026-RE, published on 10 October. President Keiko Fujimori signed the decision with Foreign Minister Alfonso Carlos Espá y Garcés-Alvear. Peña Doig holds ambassadorial rank in Peru’s diplomatic service. The appointment gives a named representative to relations restored in August.[1], [2]

The appointment requires Council of Ministers approval and notification to Congress under Peru’s constitution. The resolution leaves the date for taking up duties to a subsequent ministerial decision.[1], [2]

Asylum dispute preceded the restoration of ties

Peru severed relations on 3 November 2025 after Mexico granted former prime minister Betssy Chávez asylum inside its Lima embassy. Brazil then protected the Mexican mission. Mexican President Claudia Sheinbaum announced restored ties in August; Peru allowed Chávez to travel to Mexico while reserving its right to seek extradition. Sheinbaum also maintained her government’s support for former Peruvian president Pedro Castillo.[1]

Visa conditions remain in place

Deputy foreign ministers Eric Anderson Machado and Raquel Serur agreed a work plan for reopening embassies in August. Peru asked Mexico to reconsider its visa requirement for Peruvian visitors. The ambassador’s appointment leaves that requirement unchanged, and Mexico’s ambassador to Lima had not yet been announced.[1]
